End of Year Newsletter: Serving the 6th District in 2023

Dear friends and neighbors, 

It’s that time of year where all of our inboxes are full of year-end recaps and reflections. Let’s be honest: 2023 was full of chaos in the House of Representatives. Yet I remain more committed than ever to this job—not in spite of the dysfunction, but because of it. I believe clear-eyed leadership has never been more important in Washington and here at home. 

We need more leaders willing to get things done, to broker deals rather than sink them, and more leaders willing to govern for all Americans.

My team and I do not let the gridlock in DC stop us from delivering for the 6th District. This year, we returned over $14 million to our constituents, fielded over 46,000 calls and emails, and successfully resolved over 2,700 constituent requests for assistance.  

I hope you have a chance to slow down and enjoy these final days of the holiday season, and I look forward to getting back to work in the new year. Until then, I’m pleased to share a few of my 2023 highlights below.

6th District Highlights: 

  • Hosted a 6th District Constituent Services Fair, an Affordable Housing Forum, a youth mental health roundtable, a Bipartisan Infrastructure Law workshop, and a Naturalization Ceremony as part of Gloucester’s 400th celebrations. 
     

  • Hosted in-person town halls in Andover, Beverly, and Burlington, plus my annual Veterans’ Town Hall in Marblehead. My staff also hosted office hours in Andover, North Andover, Beverly, Georgetown, Swampscott, Gloucester, and Wakefield.
     

  • Called national attention to local issues at committee hearings in Washington, including: King’s Beach, the Hall-Whitaker Bridge closure, CSOs and the Merrimack River, and local aviation noise.
     

  • Celebrated as projects that we secured federal funding to support made progress in 2023:
     

    • The Town of Burlington installed its new PFAS water filtration system at Mill Pond, supported by $1 million in federal funding.
       

    • North Shore Community Health in Salem opened
       

    • The Open Door in Gloucester opened its new Food and Nutrition Center, to  serve residents in Gloucester, Rockport, Manchester, Essex, Ipswich, Hamilton, Boxford, Rowley, Topsfield, and Wenham. The project received $250,000 in federal funding. 
       

  • Secured a further $13 million in federal funding to support fifteen local community projects in FY2024. I will fight to ensure that this funding finally gets passed when Congress returns after the holidays. 
     

improving Mental Health, Gun Safety, and Reproductive Rights:   

  • Introduced 9 bills, the majority of which were introduced with a Republican co-lead; and co-sponsored more than 340 bills.
     

  • Joined Democratic colleagues to demand movement on gun safety and reproductive freedom bills by signing six petitions that would force votes on multiple gun safety bills and legislation to protect reproductive freedoms.
     

  • Marked the one year anniversary of the 988 Mental Health Lifeline, which has fielded over 7.5 million calls, texts, and chats since going live; and reintroduced the bipartisan 988 Implementation Act to provide more resources for mental health crisis response.
     

  • Pressured the Department of Defense to finally implement my policy, the Brandon Act, which makes it easier for active duty servicemembers to get mental health care. 
     

Modernizing Transportation: 

  • Launched the High-Speed Rail Caucus and called for historic investments in high-speed rail projects across the country throughout the year. 
     
  • Met with state transportation officials to push for an expedited reopening of the Lynn Commuter Rail Station, which has just reopened ahead of schedule. 
     
  • Published a memo laying out my vision for how to improve the MBTA so that it serves everyone in the Commonwealth. 
     
  • Led a bipartisan group of 75 colleagues in the House calling for higher levels of Amtrak funding to better connect communities on the Northeast Corridor.  

 

Strengthening National Security: 

  • Appointed to the new House Select Committee on the Chinese Communist Party and participated in nine hearings for the committee.
     

  • Played an integral role in crafting the annual National Defense Authorization Act, which sets our nation's defense priorities. Over half a dozen of my amendments, on issues ranging from protecting servicemember data privacy to ensuring fiscal responsibility, made it into the final bill.
     

  • Successfully fought to remove provisions that negatively impacted our servicemembers from this year's defense bill -- including policies that would have made it nearly impossible for thousands of women in the military to seek reproductive healthcare. 
     

  • As a Marine veteran, I have been outspoken about the current Israel-Hamas conflict -- urging Israel to learn from America's counterinsurgency mistakes. I also met with leaders from the Jewish and Muslim communities in our District, and have received briefings from U.S. and Israeli officials.   • I have also been a vocal critic of my alma mater, Harvard University, on its handling of campus antisemitism since October 7th. Read my statements on Harvard here
