Vote Explainer: Tax Relief for American Families and Workers Act of 2024 (H.R. 7024)

BIPARTISAN TAX DEAL 

On January 31st, I voted for the bipartisan tax relief deal that overwhelmingly passed the House of Representatives. In short, this bipartisan bill helps American families and businesses, boosts low-income housing, assists disaster victims, and strengthens our relationship with Taiwan–while doing so in a fiscally responsible way.

Under this bill, the Child Tax Credit would be expanded to increase payments to millions of families with children. And though it does not increase payments as generously as earlier in the pandemic, that is the essence of bipartisan compromise: Democrats don’t get every priority we want, in exchange for Republicans being willing to provide relief to the most vulnerable among us. 

This bill would also provide some smart tax relief that will benefit American businesses. I am pleased that it will allow businesses to deduct R&D expenses sooner than they otherwise would have been able to. We should be doing everything we can to encourage our businesses to remain the most innovative and dynamic in the world. I cosponsored legislation to restore these R&D deductions that had been changed by the Trump tax cuts, and I am pleased that they were included in today’s tax deal. 

This bill also boosts the Low-Income Housing Tax Credit, provides tax relief to individuals affected by disasters (including the East Palestine train disaster), and promotes reciprocal tax policies with Taiwan — all without breaking the bank. 

The bill’s tax breaks are offset by reining in a pandemic-era tax credit that has been rife with fraud.

In an era where too many important bills get bogged down by political dysfunction, this tax bill provides a welcome reminder of what can happen when both sides work together in good faith to compromise.
