Vote Explainer — H.R. 7006, The Financial Services and General Government and National Security, Department of State, and Related Programs Appropriations Act

WASHINGTON, D.C. — The following is a statement from Congressman Seth Moulton (MA-06):

“On January 14, 2026, the House voted 341-79 on H.R. 7006, the Financial Services and General Government and National Security, Department of State, and Related Programs Appropriations Act. This Appropriations package would fund agencies like the Treasury, State Department, Office of Management and Budget, and FBI. In the past, this appropriations package has funded USAID, which the Trump Administration has since shut down. I voted no on this legislation.  

“I could not in good conscience vote for a State Department funding bill that ratified Donald Trump’s decision to decimate USAID. Of all of Trump and Elon Musk’s chaos, eliminating lifesaving humanitarian assistance to the poorest and sickest people around the world may be the deadliest and most damaging decision this Administration has made so far. Hundreds of thousands of people have already died because of the draconian cuts made to our foreign aid programs. We should not be silent about this. 

“Also, when speaking in Detroit earlier this week President Trump threatened to defund all Democratic-led states with so-called “sanctuary cities”, including Massachusetts. Stripping entire states of federal funding just because he disagrees with certain cities’ policies would be completely illegal, and I fully expect that such a move would be blocked by the courts. In light of these actions, Democrats should not vote to fund Donald Trump’s administration as if Donald Trump were a normal president operating in good faith. This is not business as usual—and we must make clear to our states and cities that we will fight for them in Congress. 

“I will continue to stand firm against this Administration’s worst abuses of the American people and the rule of law.”
