Member Designated Project Requests
Congressman Moulton has submitted to the House Committee on Transportation and Infrastructure funding requests for community projects in the Massachusetts Sixth District .
Under guidelines issued by the Committee on Transportation and Infrastructure, each representative may request funding for transportation projects for obligation in fiscal years 2022 through 2025. Only a handful may actually be funded. Projects are restricted to highway, bridge, transit, active transportation, and multimodal projects, and public entities are permitted to receive funding. In compliance with House Rules and Committee requirements, Rep. Moulton has certified that he, his spouse, and his immediate family have no financial interest in any of the projects he has requested.
Double-Tracking on Haverhill Line in Massachusetts
Recipient: Massachusetts Bay Transportation Authority, 10 Park Plaza, Suite 5610, Boston, MA 02116
Request Amount: $2,900,000
Short Description: The MBTA is requesting $2.9 million to add 6 miles of double-track on the Haverhill Line between Lawrence and Wilmington. Currently, if trains break down on the single-tracked stretch, commuters are stuck and unable to get into Boston. Some local commuters opt to drive to other, more-distant stations for better service, adding to their commute, or forgo the commuter rail completely. This project includes improvements at Ballardvale Station, Andover Station, and Wilmington Junction, which is also used by Amtrak. Rep. Lori Trahan submitted a matching request of $2,900,000 for this project.
Finalizing the Design of Summer Street
Recipient: Town of Lynnfield Department of Public Works, 55 Summer Street, Lynnfield, MA 01940
Request Amount: $1,600,000
Short Description: The project finalizes the design of Summer Street in Lynnfield which will lead to the rehabilitation of 2.6 miles of street adding sidewalks and wheelchair ramps. The final project will add bicycle accommodations and ADA compliant sidewalks and wheelchair ramps in accordance with MassDOT's "Healthy Transportation Policy" and the Town's commitment to the "Complete Streets" initiative. The project will also aid the treatment of stormwater prior to entering Pillings Pond and Hawke's Brook, which have been designated as Category 5 Impaired. These bodies of water are direct tributaries to the City of Lynn's drinking water supply.
Fiske Street and Andover Street Sidewalk and Street Improvements

Request Amount: $456,000
Short Description: The Project serves the pedestrian, bicycle, vehicular, and transit modes as it will provide safe ADA-compliant sidewalks and ramps, bicycle sharrow markings, and regulatory signage as well as resurfacing of Fiske and Andover Streets. There are two Lowell Regional Transportation Authority (LRTA) bus stops near the intersection of Fiske Street and Andover Street for Route #11.
Lynn Complete Streets Project
Recipient: Lynn Planning Department City Hall, Room 306 Lynn, MA 01901
Request Amount: $560,000
Short Description: The City of Lynn is requesting $560,000 to extend roadway reconstruction and safety improvements currently under construction in downtown Lynn. The street section will be designed to a Complete Street standard, and at a minimum will include an enhanced pedestrian environment and traffic calming elements to improve safety and access to all users.
Lynn Commuter Rail Station Rehabilitation

Request Amount: $10,000,000
Short Description: This project will allow MassDOT and the MBTA to rehabilitate the Lynn Commuter Rail Station by reconstructing the existing commuter rail platform, adding weather protection for passengers and upgrading the mechanical and electrical systems at the station. The project will increase transit usage and improve safety and rider experience.
Peabody Canal Riverwalk Construction

Request Amount: $6,642,980
Short Description: This project constructs a multimodal riverwalk while simultaneously replacing the failing south canal wall in Peabody. It will improve resiliency, address site contamination associated with the historical use of the area as a former tannery district, and create an open space resource that enhances public access and vitality in an Opportunity Zone and Environmental Justice Area. This section is also part of the Border to Boston Trail.
Salem/Peabody: Boston Street Improvement Project
Recipient: Salem Engineering Department, 98 Washington Street, 2nd Floor, Salem, MA 01970
Request Amount: $8,850,000
Short Description: Salem is requesting funds to improve the Boston Street corridor to incorporate complete streets design elements such as off-road separated bike lanes for the majority of the corridor, ADA/AAB compliant sidewalks, pedestrian ramps and crosswalks. The improvements will provide a dedicated bicycle connection between Peabody and Salem, which will increase mobility between the residents and businesses within the community. It will also provide a bicycle connection to the existing businesses along Boston Street, encouraging an additional transportation mode for customers to access the businesses.
